“I would imagine the trouble with what they’re announcing is that the vast majority of people who had non-compliant cars have probably already dealt with this.

“People who have changed vehicles because of their concerns about this scheme have effectively been caught in a revenue trap really because they have bought something which is not really necessary,” he added. All petrol cars made for UK use since 2006 are Ulez-compliant and exempt from charges, as are diesel cars made after 2016.
