“I would imagine the trouble with what they’re announcing is that the vast majority of people who had non-compliant cars have probably already dealt with this.
“People who have changed vehicles because of their concerns about this scheme have effectively been caught in a revenue trap really because they have bought something which is not really necessary,” he added. All petrol cars made for UK use since 2006 are Ulez-compliant and exempt from charges, as are diesel cars made after 2016.
Although he would have been entitled to apply for the scrappage scheme at the time, the paperwork “looked like a nightmare”. “They’ve left it until the last minute and obviously the reason they’ve expanded it is the bad press they’ve been getting.
