More InformationMcManus overruled the city’s Advisory Action Board, now known as the Complaint and Administrative Review Board, a panel of seven officers and seven civilians that reviews allegations of officer misconduct and makes disciplinary recommendations to the chief. In Gonzales’ case, the seven officers on the board unanimously voted to sustain the allegation of misconduct, splitting 5-1 in recommending a 30-day suspension.
Gonzales also faced allegations of driving 120 mph on a local highway and posting a photo of the speedometer to social media. The chief upheld those allegations but overrode the panel’s suspension recommendations in favor of “written counseling.”that the chief suspended Lt. Christopher Johnson, a supervisor at the Southwest Texas Fusion Center, for 30 days without pay after making sexual comments to a subordinate in the fall of 2021.
Episodes of misconduct not only reflect poorly on the department, they also inflict damage to morale, cohesion and public trust. The spectacle ultimately distracts from the tough job of policing and keeping the community safe.The systems in place to hold officers accountable must prove efficacious without damaging morale.
