Labor’s battle to win Senate support for its climate change targets could continue for another two months following confirmation the legislation will not go before the Senate until September, and the Greens saying negotiations over their key demand were “not even at square one”.
As the Labor caucus gave its approval to the legislation to be introduced to parliament on Wednesday, , but there had been limited progress on his condition that there be a moratorium on all new coal and gas developments.“We are open to discussions on how that might happen,” he said. “At the moment, we are not even at square one.”has suggested the safeguard mechanism for heavy polluters associated with the policy would be sufficient as any new gas or coal project would be subject to it.
Bandt was instead leaning towards putting a climate trigger in the Environment Protection and Biodiversity Conservation Act, meaning the climate impact of any project would need to be considered before being approved.“There are a number of ways to tackle the question of new coal and gas,” Bandt said.Asked if he would have a final position by next week when Labor will use its majority to usher the bill through the lower house, Bandt said that “it depends on how negotiations go”.
“The bill makes it clear that 43 per cent is our minium commitment, and does not prevent our collective efforts delivering even stronger reductions over the coming decade,” Bowen said.
