In a letter seen by i, Fifa has told the FA that the gesture will become a mandatory part of the game in an effort to combat racism

Fifa is forcing English football to introduce new anti-racism protocols that have been criticised by campaigners.

Tony Burnet, chief executive of anti-discrimination charity Kick It Out, said his organisation was “surprised” Fifa had decided to introduce a gesture rather than “empowering players and their management to leave the pitch when they feel it’s appropriate”., requesting that details of the X gesture are given to clubs and officials and letting them know that it is to become a mandatory part of the game at all levels.

Under the new protocols, when a referee or player observes or hears discriminatory abuse, they will make the X gesture and the game will be paused while spectators are warned to stop. “The No Racism Gesture has been formally implemented into the existing Three-Step Procedure, following the unanimous approval given by all member associations at the 74th Fifa congress in Bangkok,” the Fifa pamphlet, to be sent to clubs, states.“The three steps outlined represent the basic elements to be implemented in competitions and how the No Racism Gesture is implemented into this protocol.”
