Fiji's Prime Minister Sitiveni Rabuka has used a major speech in Canberra this afternoon to call for a "Zone of Peace" in the Pacific, urging both the United States and China to step back from their intensifying contest for influence in the region.

The prime minister told a Lowy Institute function at Old Parliament House that given his previous "notoriety" as a coup leader, he could understand why some would question his commitment to peace. He also suggested that it could involve Pacific nations with armed forces doing more to help other regional countries deal with internal security problems, floating the idea of Fijian peacekeepers helping Papua New Guinea manage escalating tribal conflicts.

The prime minister did not say when that review would finish, but insisted the agreement was no longer active.
