A state of local emergency has been declared by the mayor and council of the Cape Breton Regional Municipality amid widespread power outages, road closures and damage to homes.

Arlene and Robert Grafilo fled to Centre 200 with their children after a massive tree fell on their duplex apartment. A hurricane watch was issued for coastal expanses of Nova Scotia, Prince Edward Island and Newfoundland. The area could see up to 10 inches of rain from the storm, the said Saturday, adding that flooding is expected and could be"significant."
