Former Chief Anne Kirkpatrick said she was terminated by powerful police commission and mayor for whistleblowing

SAN FRANCISCO — In what at times turned into tearful testimony, Oakland’s former police chief accused the city in court Tuesday of failing to protect her against a retaliation firing by the city’s powerful police commission.

Kirkpatrick teared up as she described how “humiliating” and “embarrassing” it was to be fired. She said the firing hurt her chances of getting hired as a police chief at other departments and is seeking compensation for lost wages and other damages. While she described her relationship with the police commission as one that grew increasingly “tense,” Kirkpatrick said she did not believe she had ever given it or the mayor legal cause to terminate her.

Kirkpatrick described one incident in which former commissioner Ginale Harris was at police headquarters creating a scene by disputing fees she was charged after her vehicle was towed. Kirkpatrick said staff told her Harris flashed her commission badge and threatened to get the police chief involved. At that point, Kirkpatrick said she invited Harris up to her office and told her it sounded like she was asking for “a favor,” which Harris disputed.

Kirkpatrick also testified that she told city administrators Harris flashed her commission badge at San Francisco police officers called to her son’s school after she got into a dispute with officials there. “I wanted someone to intervene,” Kirkpatrick said in explaining why she reported commissioners’ behavior, adding that she was concerned about retaliation.
