A former Waukegan officer has been charged with second-degree murder and involuntary manslaughter for shooting a man to death in 2020, according to court records.
The court records say the former officer has also been charged with aggravated battery and official misconduct for an incident in 2019. A grand jury returned the indictments against Salinas Wednesday, court records say.
The advisory did not say what decisions local prosecutors had reached. However, charging information for Salinas appeared in the circuit court clerk’s public website Thursday.The city of Waukegan released footage from the fatal shooting of Marcellis Stinnette by a Waukegan police officer. The Waukegan police officer radioed for assistance, and Salinas responded. He chased Williams for several blocks, and got out of his squad car after Williams failed to turn a corner and ran her car onto a parkway.
