One of the earliest dates was from 1849 when a new police ordinance was passed that made it unlawful to fly a kite in a public place. In the records from 1931 is a file, complete with a police photograph, of a 17-year-old boy with tousled hair and a knitted cardigan who had been convicted of playing cricket on the road and received either a fine or 48 hours in detention.

"If you did Knock and Run in 1849 you could have been in for a world of pain because, if you got caught, that came with a fine of 5 pounds, which is equivalent to about $1,000 today," he said."You weren't allowed to dust beat or otherwise spank your carpet in the street, that was completely not allowed," Mr Hassan said.
