The new government prosecuted an ambitious skills agenda ahead of the election. In implementing it, the minister must avoid the mistakes of the past.

Over the past decades, successive governments at a state and federal level have conducted trials and reviews in the skills sector. There are many lessons to be learned from these comprehensive evidence-gathering exercises. But there is also one big lesson: the time for reviewing and trialling is over; action must start now.

School-based pre-apprenticeship programs were trialled between 2016 and 2019 under the name multi-industry pre-apprenticeships . In the same way that high school subjects such as economics give students a pre-taste of university courses, trades courses offered during high school allow young people to experience different career pathways.

However, there are precursors. A model set up in Warrnambool in Victoria in the early 2000s provides a framework to ensure young people in the area have opportunities to start an apprenticeship locally. Over the past 10 years this approach has seen the south-west region become one of the strongest apprenticeship areas in Australia.
