Garcia: Partisan feuding over immigration obscures fact that either side has answers

At the same time, both of these airport encounters were calculated photo-ops, rooted in the belief that Democrats are politically vulnerable on border issues.They enter office with lofty ideas about respecting the rights of asylum seekers who fled their homelands to escape political persecution or gang violence. Then, when a surge of humanity on the border overwhelms the system, they fall back on a deterrence strategy.
