Legislative changes will be enacted to establish a new oversight body as the government accepts several proposals including mandatory discharge for sexual offences.

The government has rejected a proposal to scrap differences for compensation between those permanently injured in "war-like" operations and training mishaps.Military personnel found guilty of sexual offences face mandatory expulsions, but a formal recommendation to award similar compensation payments to permanently impaired veterans regardless of where their injuries occurred will not be accepted.

One of the 104 royal commission recommendations being immediately accepted is to "adopt a policy of mandatory discharge for Australian Defence Force members convicted of sexual and related offences", which will require legislative changes. "Sexual misconduct and unacceptable behaviour have no place in Defence. The rates of sexual violence being reported in the ADF are completely unacceptable," the government says in its formal response.However, the Albanese government has rejected a recommendation to remove the longstanding "service differential" that provides higher compensation payments for personnel permanently injured during war-like service rather than in training exercises.
