The Labor minister said he had met with Pocock late into Saturday evening and agreed to three concessions to land the deal.

“We are confident the Secure Job, Better Pay bill will pass this year with the support of senator David Pocock ... it has not been an easy negotiation,” Burke said. “There are effectively three sorts of issues that have come to the fore. One is with respect to small businesses, the other is low-paid workers, and finally a concern that he has that is outside of my portfolio, but is part of the agreement, that goes to structural issues that we can put in place to deal with people who are [in] the payment system.”

That means Labor will be adopting the recommendation of a parliamentary inquiry that urged the definition of a small business that can be excluded from multi-employer bargaining to be raised from 15 to people to 20 people. It will also be easier for a business with 50 employees or fewer to opt out of multi-employer bargaining.

A specific capacity to designate which occupations are able to participate in the low-paid bargaining stream will be added to the bill and finally, a new advisory committee will be set up to provide specific advice, two weeks before the federal budget is handed down each year, on the structural challenges to economic inclusion for the least well off.
