Police have released CCTV in hopes of finding the man.
Detectives believe the offender waited 45 minutes for the woman to enter a lift on Simmons Street in South Yarra before he exposed himself about 2pm on April 1.
The grandmother had lived in the area for 25 years but said she was now too scared to live on her own and wanted to move.She said she was also disappointed there were no cameras in the stairwell where she was assaulted. "This offending is not acceptable... What's more disturbing is that it appears to be targeted," Turton said.
