A four-year-old girl tragically drowned in a neighbor's pool after slipping through a fence. Her mother is desperately seeking answers regarding responsibility and safety compliance.

A grieving Victorian mother is desperate for answers after her four-year-old daughter drowned in a neighbour’s pool. On December 17, Ivy snuck through the boundary fence of their rental property in Morwell, 150km east of Melbourne, and was found in the water by her mum. She was flown to hospital but after an 11-day fight, the little girl’s life support was switched off. “She’s so full of life. She was so full of love,” mum Rhiannon Egan-Lee told 7 NEWS .

“She’s so funny, and she’s always laughing, dancing and twirling.” Ivy’s life took a devastating turn in the time it took to boil the kettle. Her mother thought she would be safe in the backyard for “four minutes while I make a coffee”. The only barrier to the water was their adjoining fence. Family say Ivy had managed to move a slat and climb through the gap. On Saturday, her family make the unimaginably difficult decision to switch off her life support. “She put up the hardest fight of her life. She did really well. I’m so proud of her,” Egan-Lee said. The family says the local council has since installed temporary fencing, and work on a permanent fixture started on Tuesday. They want answers about who is responsible for both the safety compliance of the fence and pool - the housing co-op that manages their rental, the neighbour or council. A local real estate agent told 7NEWS that when the neighbouring house sold in January, a pool compliance check was completed and a certificate issued. Latrobe Valley Council was on Tuesday unable to confirm if that was the case. A GoFundMe has been set up to help the family say their final goodbye to Ivy. “(I) just want to give her the best, most magical day. I want to write her name in the sky,” Egan-Lee said
