Rosie Garcia, the cousin of Eva Mireles, one of two teachers killed during a mass shooting at Robb Elementary School earlier this year, was protesting outside of the event Garcia told the Express-News on Monday that Abbott promised Eva Mireles’ family that there would be changes to prevent another mass shooting.
