Keeping the whistleblower’s identity secret is one way.
Whistleblower reports are handled by the intelligence community inspector general, who has 14 days to determine if a report is credible. If the inspector general does say the report is credible, it is handed over to the director of national intelligence, who then has seven days to provide Congress with the report.
Joseph Maguire, the acting director of national intelligence,September 26 that he did not give the whistleblower’s report to Congress within the required seven days because he believed the contents of the report fell under executive privilege, referring to the president’s ability to withhold information from Congress, courts and other government entities.
