Gov. Eric Holcomb has signed Senate Bill 480, the bill banning gender-affirming health care procedures for transgender minors, into law.

In a statement explaining his decision to sign the legislation, Holcomb said he believes only adults should be able to undergo these procedures.

“Permanent gender-changing surgeries with lifelong impacts and medically prescribed preparation for such a transition should occur as an adult, not as a minor," he said."There has and will continue to be debate within the medical community about the best ways to provide physical and mental health care for adolescents who are struggling with their own gender identity, and it is important that we recognize and understand those struggles are real.

IU Health, though, has told lawmakers minors can't receive gender reassignment surgeries in Indiana. The can, however, receive medication that delays puberty and gender-affirming hormone treatments.“This is a devastating development for transgender youth in Indiana and heartbreaking for all of us who love and support them," said Jane Henegar, executive director of the ACLU of Indiana.

This year's legislative session has seen a record number of transgender-related bills, including bills regulating the use of pronouns in schools and state dollars to pay for gender-affirming surgeries.
