56 percent of temporary accommodation in Belfast is located in only three postcode areas

An application to licence a hostel for former offenders and addicts beside a centre for young people with learning disabilities in South Belfast has been refused at City Hall.

Queens Quarter submitted a new licence application on August 22 2022 before the transfer of ownership was completed, and as such the licence which was already in effect is treated as being held until the new application is determined. Since the change of ownership, 6 Sandhurst Road has been providing the service on behalf of the Northern Ireland Housing Executive.

Council officers from the Licensing department previously told the committee the application was “unsuitable,” adding that the hostel could house homeless people, people with multiple complex needs, and people who have been excluded from other temporary accommodation providers. An officer said people could be housed there with arson convictions and a history of violent offending.

At the latest meeting a council officer told the chamber: “There is a clear need for temporary accommodation, and the demand will continue to remain high. “In coming to the decision, the council must have regard to the accomodation’s location, the type and number of persons likely to occupy it, the safety of the persons likely to occupy it, and the possibility of undue public nuisance.”
