Cite-and-release helps free up police officers to investigate serious crimes rather than arrest people for possessing small amounts of marijuana or similar offenses, said Bexar County District Attorney Joe Gonzales.
“Our officers will continue enforcing laws to keep San Antonio safe,” the department said in an email. Gonzales said that the cite-and-release program has saved taxpayers of Bexar County more than $5 million in booking costs alone. Gonzales’ statement tried to draw a distinction between what the county has on the books and what HB 17 outlaws — he noted that his office has policies affecting “subgroups” of offenses within a category, while HB 17 prohibits policies that refuse to prosecute entire categories of crime.
