House Speaker Dade Phelan established the committee to gather “as much information and evidence as possible to help inform the House’s response to this tragedy and deliver desperately needed answers to the people of Uvalde and the state of Texas,” he said.State Rep. Dustin Burrows, R-Lubbock, is chair of the three-member group. The other two members are state Rep. Joe Moody, D-El Paso, and former Texas Supreme Court Justice Eva Guzman.
By 12:03 p.m., as many as 19 officers from various agencies had gathered in the hallway, but they did not try to force entry into the classrooms despite 911 calls from survivors inside. Texas Department of Public Safety Director Steven McCraw has said Pedro “Pete” Arredondo, the chief of police for Uvalde ISD, was the on-scene commander and had decided to wait for more tactical equipment before breaching the locked door.
Arredondo told the Texas Tribune that he did not realize he was in charge at the scene. He described an excruciating wait to locate a master key to the locked classrooms.It wasn’t until 12:50 p.m. that a Border Patrol tactical unit unlocked the door and fatally shot the gunman.
