In 2012, I reported in The Daily Telegraph that there was a draft Law Reform Commission report to be presented to Mr Smith which recommended that the long-standing practice of a presumption against bail for murder, manslaughter and rape be overturned. And that is why NSW Police Commissioner Karen Webb told me on Sunday Agenda that she would like to see the act changed to include adults as well.
