These included being "pretty surprised" when he arrived at the airport and was told to arrange an Uber or taxi to take him to his hotel. "The risks associated with domestic travel are lower than the risks associated with people coming in from international flights into hotel quarantine," Ms Stephen-Smith said.
Ms Stephen-Smith says "human error" was to blame for authorities being unaware of Mr Glenn's arrival in Canberra.
