Backers of a proposed hydroelectric plant in York County say it would pump millions into the economy, but conservationists and homeowners are fighting against it.

After all, this is the fourth such proposal for the area in the last 50 years or so and the third since 1984, when he and his wife bought their property on Scout Camp Road in Chanceford Township, York County. Imhoff thought he was done worrying about those things in 2011 when the last hydro project was briefly considered, but he was wrong.
