There is both construction and fire department activity in the area, according to PennDOT

PennDOT said there is fire department activity closing all lanes on PA 74 southbound near Pauline Drive and St. Charles Way. These closures are in addition to the closure on the Queen Street bridge, which was damaged in a crash on Thursday, according to PennDOT. There are lane restrictions in both directions of I83 at the interchange and the Exit 16A off-ramp to southbound PA 74 is closed.Drivers going south on PA 74 from north of the closure should take I83 South to Exit 14 then take northbound I83 back to Exit 16A and PA 74.

PennDOT said once the repairs are done, PA 74 south will be open to a single lane, but all lane restrictions on I83 will be lifted. The southbound Exit 16A off-ramp to PA 74 south will be placed in a “stop condition.”
