She has now concluded the time taken to complete the report did not amount to maladministration, adding while the issue was serious "it was not unreasonable, unjust, oppressive or improperly discriminatory". The inspector has recommended the ICAC reduce the length of submissions made by counsel assisting and those in reply, overhaul its review process and find more efficient ways to technically produce a report at the editing and proofing stage.
