A retired Victorian police officer who was called to the scene of a near-fatal crash involving former Premier Daniel Andrews’ family car has spoken out about the “irregular” way the incident was handled.

Teenage cyclist Ryan Meuleman was hospitalised in January 2013 following a collision with the Andrews family SUV in the beachside suburb of Blairgowrie. But Dr Shuey’s 36-page review concludes the incident was “definitely not a low-speed vehicle impact”.
