US President Joe Biden’s high-stakes meeting with his Chinese counterpart Xi Jinping had a pressing goal: assess where Beijing stands on the Ukraine crisis and warn that there would be consequences if it assisted with Russia’s attack.
According to the White House, he also “described the implications and consequences if China provides material support to Russia as it conducts brutal attacks against Ukrainian cities and civilians”. The administration is yet to explain what exactly those consequences would be, but it is widely expected to include punishing sanctions.

However, China’s readout did not assign blame to Russia for the war or condemn Putin in any way for his actions. In fact, much to the contrary: in China’s account of the call, Xi apparently criticised the economic punishment the US and its allies have imposed on Russia, telling Biden: “Sweeping and indiscriminate sanctions would only make the people suffer.”
On the other hand, it doesn’t want the pain of sanctions imposed by the West, or to be seen as siding with someone who could lose the war they started.
