Experts say that Houston ISD walking back a series of high-profile decisions after...

While the reversals do raise concerns about possible shortcomings in communications, they also indicate a willingness from HISD administrators to change when stakeholders point out unintended consequences, some parents said. They fear that won't be the case if the Texas Education Agency moves forward with a takeover.

The TEA is currently mulling the decision, but in theory, could replace the board with state appointed managers. HISD plans to file a motion for a rehearing, but has received an extension from the court until later this week.State Rep. Gene Wu, D-Houston, described the takeover as “the worst” of Texas politics, calling it a slap in the face to educators, especially those who work in schools in low-income areas.

That same day, board members voted against terminating Jack Yates High School Principal Tiffany Guillory, after she was asked to leave campus in December. The district declined to specify why she was dismissed, citing a personnel matter. The series of walkbacks could be part of the growing pains that come with a mostly new board, superintendent and staffers within the administration, said Robert Sanborn, president and CEO of Children at Risk, a nonprofit organization focused on K-12 education research.

She said she believed the administration brought valid reasons to terminate the Yates High principal, but couldn’t speak to why the majority of board members voted to keep her.“From my point of view, it's coincidental,” Hernandez said.Advocates say HISD redistricting plans could dilute immigrant, Latino vote in southwest HoustonDuncan Klussmann, a former superintendent in Spring Branch ISD, said he sees a lack of a process in place to engage the board and community.

Not long after, Wheatley High School received failing marks for the seventh consecutive year, triggering a potential state takeover of the board, which was paused by last-minute court appeals.
