Stage two is due to come into effect from 2022, and would cut taxes for people earning between $90,000 and $120,000 a year, as well as raising the threshold on the lowest tax rate. Mr Keating believed the only legitimate reason for bringing forward the tax cuts would be that they were already legislated.
