Offering a simple referendum question and three proposed additions to the Constitution, Indigenous recognition is a make-or-break moment for Anthony Albanese’s first term.
Linda Burney might seem an unlikely revolutionary. Not much taller than the microphone at the dispatch box in federal parliament, the 65-year-old MP for the NSW seat of Barton speaks in a deliberate manner, punctuating her sentences in the air with a pencil.
However, there was one noticeable change, the omission of the prefix “First Nations” in mentions of the Voice. ATSIC opened its doors in 1990 but was shut down by the Howard government. It looms large in the Voice debate, because of the mixed views – even among Indigenous people – about its legacy.program, Burney bristled.
“Lots of money is spent in our people’s names but they don’t go through Aboriginal organisations and Aboriginal communities. And we’re not seeing the outcomes. We’re not seeing the gains. In 1999, a vote which also included a proposal for a republic, the preamble was written by poet Les Murray and included a verse “honouring Aborigines and Torres Strait Islanders, the nation’s first people, for their deep kinship with their lands and for their ancient and continuing cultures which enrich the life of our country”.
Labor’s policy includes the full implementation of the Uluru Statement from the Heart’s goals, including later moves to a truth and reconciliation process and a treaty with Indigenous communities. Dutton used a speech at the opening of parliament to quote Noel Pearson’s description of Australia as a nation in three parts.
