The consortium has said it will not push ahead with the project unless it is able to capture the emissions it produces, potentially through CarbonNet — the Victorian government's carbon capture and storage project.But Dr Read said CCS was a "pipe dream".HESC is in the early stages of commercialisation and will be delivered by two consortiums.
J-Power non-executive director Jeremy Stone said the project should be assessed on whether it had the potential to capture and store its carbon emissions. "There was a general view that … using hydrogen produced from Victorian coal [was seen as] an interim step to the long term, because the ultimate objective is to make green hydrogen from renewable energy," he said.
"If [the project] was going to be running for another five years as a way of further cleaning up the supply chain. then I'd say [it will probably go ahead], but if it's still going to be running in 12 years time, when all the coal-fired power stations in the Latrobe Valley have closed down, I think it's going to be much more unlikely," he said.
