The St George Illawarra player is challenging the NRL's new suspension policy at an interlocutory hearing just days before the Dragons open their season.

The league's clarification followed widespread statements to the contrary, including those published on the NRL's website and spoken by Australian Rugby League chairman Peter Beattie on the ABC'sMr de Belin has launched legal action against the NRL and the Australian Rugby League Commission, the sport's governing body, claiming they did not have the power to suspend him on February 28 and it was "misleading or deceptive" to claim they had done so.

An interlocutory hearing has been scheduled for next Thursday when it is anticipated Mr de Belin's lawyers will challenge the validity of both the new policy and the code's ability to ban him under it. "It was always the decision of the commission to change the policy, then to draft the rule, and that's exactly what timeframe [it's happening]. It will happen next week."

"I made that pretty clear. Todd's the one that ultimately, along with the commission that came up with the rule, I think they did it with the best interests of the game at heart. I think they were cornered into that decision. There wasn't really much else they could do. So let's hope that everyone's learnt from what's happened over the last six months and we don't see another off-season like we've had this year.
