The Jan. 6 select committee voted unanimously on Monday to refer Minority Leader Kevin McCarthy (R-CA) and three other House Republicans to the Ethics Committee for refusing to comply with the panel's subpoenas.
Introductory material for the final report of the committee charges McCarthy and Reps. Jim Jordan , Scott Perry , and Andy Biggs with violating House rules requiring members to conduct themselves “at all times in a manner that shall reflect creditably on the House.”
The lawmakers'"willful failure" to comply with subpoenas"reflects discredit on Congress," the report says, warning that not punishing them could undermine the power of congressional subpoenas in the future.
