Japan’s Prime Minister, Fumio Kishida, is considering convening a four-country Pacific summit with Anthony Albanese and the leaders of South Korea and New Zealand on the sidelines of the North Atlantic Treaty Organisation summit in Madrid next week.

NATO said last week it wanted to strengthen relations with its Asia-Pacific partners Australia, Japan, South Korea and New Zealand. The report said the aim of the meeting would be to send a clear message to China about their willingness to collaborate to promote a “free and open Indo-Pacific”.That message would reflect the commitment Australia made alongside the leaders of the United States, Japan and India at last month’s Quadrilateral Security Dialogue summit in Tokyo.

China on Friday launched its third aircraft carrier in a move that will bolster its military presence in the East and South China seas. The report said the Japanese government would not hold a formal summit with South Korea at the NATO summit, given the two countries had failed to resolve differences over forced wartime labour.
