The arrests the night of June 1 on the 1400 block of Swann Street NW became a point of contention between demonstrators and police, who were accused by the ACLU, activists’ groups and D.C. Council members of funneling protesters to the street, surrounding them so they couldn’t leave and then arresting them for failing to disperse.

Police have defended their actions that night but have refused to make public an internal report on the Swann Street arrests. The chairman of the police union has said that report cleared officers of wrongdoing. Most of those arrested were not prosecuted.
