As all previous attempts at reform have discovered, any move to an elected Upper House quickly runs into the problem of how to make it more legitimate without creating a powerful rival to the Commons. The United States is a case in point of how “checks and balances” often result in two elected chambers stuck in gridlock according to the electoral cycle.
The wider unease among some MPs and peers just demonstrates the sheer amount of “bandwidth” any such reforms would use up in a Starmer government.
