The law codifies an existing executive order from Noem, which prohibited state agencies from executing contracts with a list of foreign entities.SB 189 bans state and local governments from working with"foreign parent entit[ies]" from China, Cuba, Iran, North Korea, Russia, or Venezuela.“Our taxpayers’ dollars should not be revenue streams for evil foreign governments,” Noem said. “With this legislation, South Dakota will continue to be a beacon of Freedom to the rest of the nation.
She explained that she was not in a rush to make a decision:"I think it’s important that people focus on governing rather than going out and making big, broad statements and going out and taking action for their own political futures."
