Rank and file Labor members could be stripped of the right to vote on a Victorian premier after the battle to replace Daniel Andrews nearly spilled into a month-long internal election campaign.

All state Labor members would have had the right to vote on the next party leader, the premier of Victoria, in a 30-day postal ballot.If that scenario had played out, Victorians could have had a month with no permanent premier. Treasurer Tim Pallas was floated as a possible temporary leader during this process.alongside Allan as premier. Under party rules, nominations were still supposed to remain open for three days.

The proposal would also increase the threshold for triggering a leadership spill in government to a petition signed by more than 60 per cent of the caucus, in line with the rules of federal parliamentary Labor. Some believed there was a genuine argument to be had about whether it was practical to go to a party-wide ballot during government and if the destabilising effects of that should be avoided.

Another member said the rule change would put Victoria out of step with every other jurisdiction, including federally where the leader is elected with a ballot of members and Labor MPs.A separate motion, brought forward by the Australian Manufacturing Workers’ Union, would also remove the right of all rank and file members to preselect Labor candidates for their Legislative Council region. The public office selection committee would get the deciding vote instead.
