State Rep. Phillip Cortez has re-introduced a bill that would close the door on contracts Balcones Heights and Leon Valley have with Arizona firm American Traffic Solutions. Cortez’s House Bill 1209 failed to advance in the last legislative session, likely because lawmakers cannot simply void contracts they do not like.In April 2021, Leon Valley leadership, including those unrelated to the earlier contract, unanimously passed a resolution declaring their intent to remove or phase out red light cameras.

Councilman Josh Stevens led that charge, bringing the issue forward three times since the 2021 resolution was passed, according to a review of past meeting minutes.Ben Scarborough, Cortez’s legislative director, asked elected officials in Leon Valley in an email on Jan. 30 whether they would be interested in supporting the bill, as it had last session, records show.
