Council bosses have admitted there are ‘lessons' they can learn from the troubled roll-out of its private heat network.
However, despite promising to be an important step in Manchester’s journey to net zero, the project has run into financial and environmental issues. It has made more than £1 million in losses in its first two years of operation — with more expected to be announced for the 2023/24 financial year — which has led to a £1.5 million council bail-out of the special purpose vehicle company.
Speaking at a meeting of the council’s executive on her last day in the job before she becomes President of CIPFA, Ms Culley said: “In this introduction, I am not saying there are not lessons we can learn for this process.
