The Bloc Québécois and the NDP had already said they were prepared to support Bill C-13, but the Conservatives kept their cards close to their chest until the very last minute. In the end, the opposition parties and independent MPs all voted in favour of the bill.

The whole kerfuffle around C-13 from Quebec Liberals caused frustration amongst MPs representing French minority communities in Ontario and in Atlantic Canada who have been advocating for the bill to pass for the good of their communities. Liberal MP Francis Scarpaleggia — who represents the West Island riding of Lac-Saint-Louis – said anglophones in Quebec have “legitimate grievances” with aspects of the new provincial language law, but, in his view, bills C-13 and 96 have been “conflated” in the public discourse.
