For years, Tasmania's top-ranked greyhound trainer was on the RSPCA's radar, but inspectors could find no wrongdoing despite monthly visits to his facility. In the end, what brought him down was not how he treated his dogs, because he did so inside the law.

Anthony Bullock was banned from ever owning, training or nominating a racing greyhound again after a pademelon tail lure was found on his property.

But the ban has nothing to do with the welfare of his dogs — because as far as Tasmanian law is concerned, Mr Bullock has not broken any animal welfare rules.Tasracing's leading greyhound trainer of the year, Anthony Bullock, is handed a lifetime disqualification from the sport over the use of an animal part for baiting. Mr Bullock had denied the allegation.

"None of us think that's how we want to see animals kept, but our legislation hasn't been updated and doesn't reflect that."Animal Liberation has posted videos of other kennels owned by Tasmania trainers where dogs can be clearly seen sleeping in run-down tin sheds. The ABC is not suggesting they have broken any laws."Obviously, that results in conditions we don't think are right, but they're the rules.

"We know that ORI continue to turn a blind eye to the conditions of dogs in other trainers' facilities.
