Fewer than 900 of the more than 19,000 fines handed out to people for breaching Victoria's coronavirus lockdown rules have so far been paid.
Only 845 of those fines had been paid in full, and Fines Victoria said the proportion of those unpaid fines that had reached the 'notice of final demand' stage was at 18 per cent.
