During his final press conference before the election, Mr Crisafulli said his promise was now to have fewer crime victims 'per capita'.

Controlling for the population, Queensland's victimisation rates have widely decreased over the past 14 years.University of Queensland criminologist Renee Zahnow said rates and numbers were completely different metrics."When we think of victimisation rates, we need to think of each event being considered relative to the population," Professor Zahnow said.

She said rates were the best way to compare crime between time periods and geographical areas as they counted for population when numbers did not.
