UPDATE: Daniel Andrews has denied claims Victoria has adopted a radical COVID-19 approach after an Australian virus expert said the state had moved to a secret approach without directly informing citizens.
Premier Daniel Andrews has told the media low coronavirus testing numbers could hamper the state's plans to scale back COVID restrictions.
Mr Andrews said while new case numbers would be unlikely to stop the state reopening, low test numbers could derail the plan. Meanwhile, NSW Premier Gladys Berejiklian also cautioned today's coronavirus numbers could be deceiving, with just 6400 tests carried out in the past 24 hours.
