Texas Lt. Gov. Patrick last year championed a slate of new voting restrictions, including the extra ID mandates for mail-in ballot applications and a provision prohibiting local elections officials from distributing the unsolicited forms. The lieutenant governor has also previously opposed an expansion of absentee voting.
In Harris County, officials have received 1,510 of the redirected applications from Patrick’s campaign, said Leah Shah, a spokeswoman for the county’s elections office. They began receiving the applications on Feb. 9 and are now “receiving them daily.” At the time the campaign sent the ballot applications, the choice appeared to violate a policy posted on the Secretary of State’s website, stipulating that “all applications received by this office will be rejected.”
