Joe Manchin's energy plan is on shaky ground. Republicans are likely to block his permitting bill after Mitch McConnell lobbied against it.

The Senate is hurtling toward a critical test vote on Tuesday that will decide whether congressional leaders will be forced to strip’s energy permitting plan from a short-term government funding patch in order to thwart a shutdown at midnight on Friday.

But Manchin isn’t conceding anything yet. He made a plea for GOP support on CNN Tuesday morning, pointing to the Republican Party’s past backing for speeding up energy projects. In a bid to heighten the urgency surrounding the vote, he said “I don’t see a pathway forward in the future” to pass permitting reform if it fails this week.

The measure also allows FEMA to spend at a higher rate to respond to natural disasters in the short term, including the catastrophic flooding and power outages caused by Hurricane Fiona in Puerto Rico. It includes extra cash and flexibility for resettling Afghan refugees and a five-year reauthorization of the FDA’s user fee programs.

The stopgap measure buys time for negotiations on a broader government funding deal that would boost federal agency budgets in the fiscal year that begins on Oct. 1 — a priority for Shelby and Senate Appropriations ChairIn a statement, House Appropriations Chair said she’s “extremely disappointed that controversial permitting reform is attached and not being considered separately.”
