The memory and spirit of the late Chadwick Boseman lift the sequel to 2018′s groundbreaking “Black Panther” to emotional and dramatic heights rarely seen in the Marvel Cinematic Universe.

CLEVELAND, Ohio -- You will cry during “Black Panther: Wakanda Forever.” It’s not a question of “if,” but “how much.”

But this is a comic book movie, lest we forget, and soon Wakanda’s open border policy draws the ire of Namor , the wing-footed, strong-as-a-Hulk king of Talokan, a hidden underwater civilization that, turns out, is also sitting on a mountain of vibranium. The ensuing conflict draws out familiar characters such as Nakia , Okoye , M’Baku , Everett Ross and someone unexpected .

If only the film’s antagonist could drum up the same level of interest. Mejía’s Namor is said to have presided over the Talokanil for 600 years but lacks the charisma and gravitas required of someone in that role. The civilization’s origin story is underdeveloped, too, despite an extended flashback sequence. Talokan’s beef with Wakanda -- essentially, “Hey, we’ve got vibranium too!” -- feels forced. Coogler piles on the absurdity even more with some wild visuals.
