Photographer Andrew Chapman was 20 years old and at photographic college in 1974 when he started an assignment documenting the housing commission flats around Melbourne. ‘Back in those days you could just walk into a block of flats, take the lift up to the top floor and take photographs.

‘A cyclist swings into a Collingwood side street with the ever-present Fitzroy Housing Commission flats looming in the background, 1999. The Brutalist style of the flats dominate the streetscapes and backgrounds of many of Melbourne’s inner suburbs.’‘I was just cutting my teeth as a photographer. When I look back at it, I am grateful for what I photographed, but acutely aware of what I missed.

‘Many migrants living there went on to owning their own home and forging a new life in their new country. Coming out of postwar Europe, secure housing, a job, a car and good, cheap food must have been seen as a boon to them.’ Hanging out the washing at the Prahran flats in August 1974.‘I was just hanging around waiting for things to happen and people to turn up. When you have a camera around your neck, strangers want to know what is happening.
